Despite lower-than-expected revenue to date, NERC told FERC in its quarterly budget-to-actual variance report last week (FA11-21) that it expects to end the year with a $1.4 million budget surplus, instead of the planned deficit of $700,000. The cost underrun is primarily because of unexpected savings from the COVID-19 pandemic.
