SPP Regional State Committee (RSC)
SPP's Regional State Committee, composed of regulators from its 14-state footprint, was created to provide regulatory input to the RTO and will expand into the Western Interconnection later in 2026.
SPP state regulators have approved several motions related to FERC Order 1920’s mandate for long-term, scenario-based planning to ensure the system can meet future needs and be fairly compensated.
SPP staff have reiterated their position to defer part of the RTO's planned 765-kV transmission overlay, setting aside about $7 billion in regional projects from its 2025 transmission assessment.
SPP state regulators have approved a policy that sets criteria for developing joint transmission projects with other RTOs to cost-effectively address persistent market-to-market (M2M) congestion.
With winter storms, load sheds and tight operating conditions, 2025 has turned out to be “quite a challenging year” for SPP.
