Analysis from 2018 by The Brattle Group showed that its updated calculations for cost of new entry (CONE) shifted the curve substantially down. Using Brattle's recommendation to use a combined cycle as the reference technology would also move the curve to the left.
The D.C. Circuit Court of Appeals rejected FERC's logic for approving a 10% cost adder in PJM's capacity market.
