PSEG's proposal would exempt from the MOPR all zero-carbon support programs created by states. PSEG says most zero-carbon programs within the PJM footprint have implied costs of carbon below the federal social cost of carbon and that the two programs with costs above that level — the New Jersey and D.C. solar REC programs — are too small to have a material impact on capacity market prices.
